Refresh authentication for an existing direct Stripe account

Starts an expiring OAuth authorization attempt (default15minutes) for the current organization. A new attempt supersedes pending attempts, while a currently processing attempt returns409. It returns an authorization URL; payment setup changes only when the provider callback completes. Requires rollout availability and one configured direct Standard Stripe secret key. Verifies that account before returning an authorization URL; the connected provider account must match it. Requires permission: one of access_payment_gateways.
