Restore an undone import batch

Restores an eligible user-owned undone batch from soft deletion. payments restores imported gifts and associated source/refund/soft-credit lifecycle rows; donors_recipients restores donors or recipients; relationships restores commitment relationships and recurring mappings. Parent records must be restored first, later source identities/refunds/commitments must not conflict, and pending recipient refresh may block payment restores. Derived search and related-record work is queued. Returns an empty204 response on success. Requires permission: one of imports_manage.
