Queue an automated SMS trigger

Executes the selected program default SMS template. Requires a program SMS set, active sender line, configured Sendblue, enabled template and nonempty rendered message. to=donor uses the selected donor and requires current SMS consent/readiness; to=admin uses comma-separated template to_numbers. Returns 200 after queueing; it does not establish delivery. A missing program/set returns 500; unavailable recipients/template/consent returns 422. Requires permission: one of manage_sms.
