Reconcile a donor pending bank verification

Rechecks the donor original owned Stripe SetupIntents and chargeable US bank payment methods, finalizes a verified method and resumes pending checkout authorizations. Successful claimed handoffs can seed due anchors and QUEUE first due commitment charges, individually or batched; this is not merely a provider status lookup. Webhook/manual attempts share a guarded handoff claim. Individual provider errors are caught and reported within HTTP200 success with updated=false/message and remaining pending_count. Counts describe handoff completion, not settled donations. Requires permission: one of donors_manage.
