Events
Create a staff event registration
Requires event registration permission. Creates a legacy registration using event ticket prices, donor access rules and capacity. Select at least a ticket, package, auction item or positive donation. Existing retry key returns its order. Staff defaults create_donor and send_confirmation to false. Closed RSVPs require registration_override_confirmed. Pending payments remain pending until completed or charged; this endpoint does not start browser checkout.
