Check donor bank verification completion

Uses the logged-in session donor within the client path, refreshes session TTL to one hour, and rechecks owned pending Stripe bank authorizations against their original processor, customer, payment method and active mandate. A verified chargeable US bank account is saved and the original due checkout collection may be queued exactly once through the shared handoff. Provider failures/pending authorizations remain a successful check with updated=false and a message; this response does not prove a queued charge settled.
