Apply an imported gift-owner decision

Checks the current grouped count, amount, current owner and mapped source owner under lock. keep_hys_owner resolves the conflicts without changing gift ownership; use_source_owner moves only the reviewed local gifts, preserves payment/provider records and refreshes affected fundraising projections. Repeated completed decisions return their recorded result. Verify source records before importing more gifts. Requires the integration platform global/configured client feature gate (normally integration_platform_foundation). Requires permission: one of access_account_settings.
