Search communication coverage targets

Returns a page of permitted target projections matching coverage-status/assignment/unread/approval/no-thread filters, with audience totals before those work filters. Defaults page 1/per_page 25, severity descending. A welcome gap means no qualifying touch in a target period begun within 7 days; staleness uses selected 30/60/90 day threshold. Requires communications_coverage enabled (or the configured explicit environment opt-in), an active non-disabled user and communications_coverage_view. Program and donor-form access restrict every surface; mailbox quick links additionally require email_manager/manage_email. Requires permission: one of communications_coverage_view.
